About this opportunity

This is a competitive bid invitation from the California Department of Water Resources (DWR) for technical and confined space rescue services for facilities located in the Oroville, Delta, and San Luis Field Divisions. The contractor must provide qualified personnel, equipment, transportation, and all other items necessary to perform on-site technical and permit-required confined space rescue services, including extracting victims to safety. The anticipated term of the agreement is three (3) years. Bids are due by April 4, 2024, and the contract will be awarded to the lowest responsive and responsible bidder who meets the minimum qualifications outlined in the Invitation for Bid (IFB). Pricing will be based on straight-time hourly rates for teams of two and three personnel, as well as a rate for a single field technician. Additional compensation may be provided for emergency requests, cancellations, and training. DWR will also consider related site safety services as optional.

DWR has exempted this solicitation from the Disabled Veteran Business Enterprise (DVBE) Participation Program requirements, but will still offer a DVBE incentive. Small businesses are encouraged to apply and may be eligible for a 5% preference. The current incumbent is not specified, and the contract is funded by the state of California, with no additional funding sources mentioned. No guarantee of work is provided under this contract.
