About this opportunity
The California Department of Water Resources is soliciting sealed bids under IFB 10222581 for crane rental with operators, oilers, and rigger/signal persons for its Oroville Field Division, with technical questions due November 10, 2026 at 2:00 p.m. and bids due December 1, 2026 at 2:00 p.m. A mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement of 3.0% minimum applies, with DVBE incentive percentages of 3.0% to 5.0% based on participation levels.
Evaluation is based on the lowest responsible bid meeting specifications, with small business (SB) preference calculations applied first and DVBE incentive calculations applied after. Bidders must price hourly rates, mobilization and demobilization fees, and overtime rates for each crane size and support personnel category.
The scope covers fully maintained cranes with operators, oilers, and rigger/signal persons, provided as needed for unanticipated equipment failures and routine services. The IFB includes nine crane sizes from 30 tons to 450 tons. All crane operators must hold valid National Commission for Certification of Crane Operators (NCCCO) certificates, and contractors must maintain California Air Resources Board compliance. Required insurance includes statutory workers' compensation, $1.0 million per occurrence commercial general liability, and $1.0 million automobile liability. Upon award, the contractor must submit an Injury and Illness Prevention Program and a Multi-Employer Worksite Policy.
Work is performed at the Oroville Field Division at 460 Glen Drive, Oroville, California, and at various worksites within DWR's jurisdictional boundaries, which include Butte County and three census-designated places within it. The agreement term is three years, with an anticipated start date of June 1, 2027. The IFB provides no guarantee of work volume, though DWR will attempt to give one day's notice for service requests. Final payments are subject to a $10,000 withhold until STD 817 DVBE certification reporting is complete.
Answers to technical questions are due November 17, 2026 at 2:00 p.m., and the public bid opening is December 2, 2026 at 10:00 a.m.
