The Lake Champlain-Lake George Regional Planning Board (LCLGRPB), the federally designated Economic Development District for Clinton, Essex, Hamilton, Warren, and Washington Counties in New York State, is requesting proposals for technical assistance in developing a Comprehensive Plan for the Town of Chester, Warren County, with proposals due July 11, 2025 at 3:00 PM. A 30 percent Minority and Women-Owned Business Enterprise (MWBE) participation goal applies, and proposals demonstrating meaningful participation by New York State-certified MWBE firms will receive priority consideration; all MWBE-certified firms must provide evidence of registration with New York State (New York City certifications do not qualify). The scope includes public engagement support (facilitation of up to four in-person community events and stakeholder interviews); document design (layout, formatting, and production of the final Comprehensive Plan); demographic analysis and user-friendly materials development; GIS mapping for project context, land use, population density, state-owned lands, infrastructure, and historic and cultural resources; planning-level graphics and visualizations; and attendance at Comprehensive Plan Committee meetings. The project is funded by the New York State Department of State Smart Growth Comprehensive Planning Grant Program (Grant C100294). The maximum project budget is $21,600. Proposals may be all-inclusive or itemized with hourly rates and anticipated expenses. The contract must be completed by December 31, 2026. Proposers must be properly licensed to practice in New York State and must carry professional liability insurance of at least $1 million per claim with $1 million annual aggregate, comprehensive general liability insurance of $1 million per occurrence, and automobile liability coverage of $1 million combined single limit. Past work on similar projects was performed by AKRF, Inc. and Warren County Planning Department. Written questions are due June 25, 2025 at 3:00 PM EST, with written responses provided by June 26, 2025 at 4:00 PM. LCLGRPB reserves the right to conduct interviews with any or all responding firms prior to final selection.
