About this opportunity

The Texas Division of Emergency Management (TDEM) is requesting proposals for a comprehensive cloud-based Grants Management System to modernize grants administration and reimbursement program management across the state, with proposals due September 30, 2026 at 4:00 PM CT and a mandatory pre-bid conference on September 2, 2026. A 1% VetHUB subcontracting goal applies, requiring all respondents to submit a completed Subcontracting Plan demonstrating good faith outreach to at least two certified VetHUB subcontractors for identified opportunities; self-performing contractors need only submit pages one and two of the plan.

The scope encompasses a full lifecycle grants management platform supporting federal, state, disaster, and non-disaster grant programs; reimbursement-based financial assistance; disaster cost recovery; and mission assignments. The solution must replace or substantially enhance current capabilities, automate manual and paper-based processes, and integrate with FEMA APIs, FEMA Enterprise Data Warehouse, SAM.gov, TAMUS FAMIS, and identity management solutions while aligning with TDEM's Constellation architecture. Vendors must document company experience with at least three comparable projects completed within the five prior years and provide three professional references.

TDEM intends to make a single award with a contract period running from the date of award through August 31, 2029, with three optional one-year renewal periods and right to extend up to six months at each period end. The total expected contract value exceeds $100,000 over the life of the agreement. Pricing must be firm and fixed. Evaluation criteria are weighted as follows: cost (40 points), contractor experience providing similar services (20 points), vendor familiarity with state agencies (20 points), and past experience with Texas A&M System members and references (20 points). Vendors must provide SOC 2 Type II compliance certification and maintain comprehensive insurance including general liability ($1,000,000 per occurrence), cyber liability ($2,000,000), technology errors and omissions ($2,000,000), and workers' compensation. Questions are due September 9, 2026.
