About this file

This Request for Proposal (RFP) is issued by the Texas Division of Emergency Management (TDEM) for the procurement of a comprehensive Grants Management System (GMS) to modernize grants administration and reimbursement program management across the state. TDEM seeks a qualified vendor to provide, implement, configure, integrate, and support a cloud-based platform that will support the full lifecycle management of federal, state, disaster, and non-disaster grant programs, as well as reimbursement-based financial assistance, disaster cost recovery, mission assignments, and operational funding programs. The system must replace or substantially enhance current grants management capabilities while automating manual and paper-based processes, improving transparency with applicants and subrecipients, and establishing a centralized system of record for operational grant management activities. The solution must align with TDEM's enterprise digital services and Constellation architecture and integrate with existing systems including FEMA APIs, FEMA Enterprise Data Warehouse, SAM.gov, TAMUS FAMIS, and identity management solutions. Key dates include a mandatory pre-bid conference on September 2, 2026, a question submission deadline of September 9, 2026, and a proposal due date of September 30, 2026, at 4:00 PM CT. The contract period runs from the date of award through August 31, 2029, with three optional one-year renewal periods. TDEM intends to make a single award and reserves the right to extend the contract for up to six months at the end of each period.

The RFP requires vendor proposals to include detailed technical plans addressing vendor qualifications, company experience with at least three comparable projects completed within the five prior years, and minimum three professional references. Pricing must be firm and fixed, with the total expected contract value exceeding $100,000 over the life of the agreement, requiring submission of a Subcontracting Plan with a 1% VetHUB goal. Evaluation criteria are weighted as follows: cost at 40 points, contractor experience providing similar services at 20 points, vendor familiarity with state agencies at 20 points, and past experience with Texas A&M System members and references at 20 points. Proposals will be evaluated for best value considering purchase price, vendor reputation, quality, extent of meeting needs, past relationships, compliance with historically underutilized business requirements, total long-term cost, and other relevant factors. The vendor must provide SOC 2 Type II compliance certification, maintain comprehensive insurance coverage including general liability ($1,000,000 each occurrence), cyber liability ($2,000,000), technology errors and omissions ($2,000,000), and workers' compensation, and execute all required certifications and compliance documents including non-collusion affidavits, tax compliance certifications, and child support obligation verifications prior to contract execution.

INTRODUCTION

1.1 Introduction

The Texas Division of Emergency Management (TDEM) is responsible for tracking and monitoring activities related to grant awards administered by the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), and others. TDEM currently assists approximately 2,000 subrecipients in all phases of the response and award process and has over 10,000 individual constituents.

RESPONDENTS ARE CAUTIONED TO READ THE INFORMATION CONTAINED IN THIS RFP

CAREFULLY AND TO SUBMIT A COMPLETE RESPONSE TO ALL REQUIREMENTS AND

QUESTIONS AS DIRECTED.

1.2 Brief History and Current Organization

The Texas Division of Emergency Management (TDEM) coordinates the state emergency management program, which is intended to ensure the state and its local governments respond to and recover from emergencies and disasters and implement plans and programs to help prevent or lessen the impact of emergencies and disasters. TDEM implements programs to increase public awareness about threats and hazards, coordinates emergency planning, provides an extensive array of specialized training for emergency responders and local officials, and administers disaster recovery and hazard mitigation programs in the State of Texas.

TDEM is charged with carrying out a comprehensive all-hazard emergency management program for the State and for assisting cities, counties, and state agencies in planning and implementing their emergency management programs. A comprehensive emergency management program includes pre and post-disaster mitigation of known hazards to reduce their impact; provisions for effective response to emergency situations;

and recovery programs for major disasters. Chapter 418 of the Texas Government Code lays out an extensive set of specific responsibilities assigned to the Division.

1.3 Scope of Work

The Texas Division of Emergency Management (TDEM) seeks proposals from qualified vendors to provide, implement, configure, integrate, and support a modern, cloud-based Grants Management System (GMS).
