About this opportunity

The Texas Department of Criminal Justice is requesting bids to establish a purchase order for road preparation, base installation, and 2-inch crushed limestone (57 stone) material delivery at its Beeville facility, with bids due October 16, 2026.

The scope encompasses site clearing and grading, roadway preparation, delivery and installation of limestone base material, and final site preparation. The contractor must provide all labor, materials, equipment, transportation, and operational expenses, including mechanical clearing with skid steers and motor graders, fine grading and moisture conditioning of subgrade, spreading and compacting limestone to density specifications, and removal and disposal of excess soil, vegetation, and debris at approved facilities. Required equipment includes motor graders, skid steers, water trucks, rollers, dump trucks, belly dump trailers, and tractor trailers. The contractor bears all operating costs—fuel, lubricants, routine maintenance, equipment repairs, tools, consumables, labor, water supply, and miscellaneous expenses—within the total bid price, along with transportation costs for material delivery, equipment movement, and debris hauling.

All items must be new and unused unless otherwise specified. Delivery is required within 14 calendar days if no timeline is stated. Responses must be submitted in writing by the specified date and time; late or unsigned responses are rejected. The TDCJ reserves the right to award based on low line-item response, low total response, or any combination serving the state's best interests, and may extend any resulting contract up to three months at its sole discretion. Pricing must be firm for 30 days from the response due date and include F.O.B. destination pricing with freight prepaid. Respondents must obtain both a Texas Identification Number and Federal Employer Identification Number prior to contract award. The TDCJ will furnish tax exemption certificates for state purchases. All goods are subject to inspection and testing at the vendor's expense; the TDCJ retains rejection authority and latent defect revocation rights.
