About this opportunity

This Request for Proposal (RFP) issued by San Bernardino County on behalf of Arrowhead Regional Medical Center (ARMC) seeks qualified vendors to provide non-emergency medical taxi transportation services for ambulatory patients. The services will support ARMC's Behavioral Health Unit, Hospital, and Family Health Centers located in Fontana, McKee, Redlands, and Rialto, with the primary objective of ensuring compliance with Senate Bill 1152, which mandates hospitals provide transportation to homeless patients within a maximum of 30 minutes or 30 miles. The contractor must maintain 24/7 availability with a guaranteed maximum two-hour response time, provide vehicles capable of accommodating wheelchairs and durable medical equipment, and maintain comprehensive tracking and billing systems that document services by rate, date, destination, patient name, and authorizing department. All drivers must possess valid driver's licenses and maintain current CPR and First Aid certifications from the American Heart Association, with background checks required for all personnel. Evaluation will be weighted as follows: Qualifications and Experience (35%), Financial Review (15%), Technical Review (15%), Cost (30%), and References (5%). The RFP was released on November 7, 2025, with a deadline for written questions on November 21, 2025 at 2:00 PM PST, a proposal submission deadline of January 30, 2026 at 2:00 PM PST, and a tentative contract award date in September 2026. No pre-bid meetings or site visits are scheduled, and all submissions must be made electronically through the County's ePro procurement system.

The RFP does not specify set-aside designations or restrictions limiting participation based on organizational type or disadvantaged enterprise status. The incumbent vendor is Opco Transit, though the County reserves the right to award to multiple vendors with trips allocated on a rotation basis absent performance issues. Pricing must be submitted using a rate table structure on a per-mile basis with additional charges for meter drops, wait time, no-show and cancellation fees, and wheelchair hookup services, as outlined in Attachment E of the RFP. The contract has a total value of $1,000,000 ($200,000 annually) over a five-year term beginning January 24, 2027 and extending through January 23, 2032, with county payment terms of net 60 days. Proposers must provide general liability insurance with a combined single limit of not less than one million dollars per occurrence and automobile liability insurance of one million dollars per occurrence, or two million dollars if transporting non-employee passengers. The contractor is responsible for all service and labor expenses, background check costs, vehicle maintenance, and tracking and billing system implementation, with the County reserving the right to conduct interviews, require best and final offers, or reject any or all proposals.
