About this opportunity
The Commonwealth of Kentucky, Cabinet for Economic Development, is requesting proposals for Tax Increment Financing analysis services, with proposals due August 25, 2026 at 4:30 p.m. Eastern Time.
The scope requires independent consultant reports analyzing potential net positive economic impacts for proposed TIF projects under KRS 154.30, et seq. Contractors must verify applicant-submitted information, perform statistical analysis, assess project feasibility, and address estimated public infrastructure costs, projected tax revenue generation over 20–30 year periods, displaced economic activity within Kentucky, baseline tax revenues absent the project, and determination of positive fiscal impact. Advisory services for residential projects comprising at least 50 percent finished square footage are mandatory. Contractors must hold Kentucky Secretary of State registration in good standing and maintain professional liability insurance of $1,000,000 per claim and general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate.
The anticipated contract term runs September 1, 2026, through June 30, 2028, with renewal options for up to two additional two-year periods subject to Finance and Administration Cabinet Secretary and Legislative Research Commission Government Contract Review Committee approval. The Commonwealth will negotiate contract terms with the successful vendor for a maximum amount of consulting services; individual project costs are estimated and funded by project applicants prior to work commencement.
Evaluation occurs on a maximum of 150 points: 100 points for technical merit (TIF qualifications, work plan, policy experience, and conflicts-of-interest evaluation processes) and 25 points for cost proposal. Oral presentations may account for an additional 25 points at the Commonwealth's discretion. The cost proposal must itemize labor costs with estimated hours, data acquisition, travel and related expenses, and other reimbursable costs, with TIF Signature Projects separated by residential versus non-residential use composition.
Written questions are due August 12, 2026. No incumbent has been identified.
