About this opportunity

The Maryland Department of Transportation State Highway Administration (MDOT SHA) Easton Shop in Talbot County is requesting bids for towing services under a small business reserve procurement (IFB TATOW27SB), with bids due December 30, 2025. Only small businesses are eligible to compete; no subcontracting is permitted, and bidders must own all tow trucks registered to their company.

The scope covers three towing-service categories—light duty, medium duty, and heavy duty—priced on an hourly basis with no flat fees, show-up fees, minimums, mileage charges, or gasoline surcharges. Bidders submit pricing for six line items: three normal rates (Monday–Friday, 6:30 a.m.–3:00 p.m.) and three overtime/emergency rates (all times outside that window and during snow storms, hurricanes, or other major weather events). Estimated quantities on the price form are 30 hours for light and medium vehicle services and 45 hours for heavy towing or winching under each rate tier. All operational costs—labor, equipment, fuel, maintenance, overhead, and profit—must be embedded in the hourly rates quoted; these six line items will be the only line items on SHA's blanks purchase order.

Responses must include a Conflict of Interest Affidavit, a Bid Proposal Affidavit, and a Reference Check form, all required attachments. Bidders must submit pricing through the eMMA (electronic Maryland Marketplace Advantage) portal using the provided price form, which accepts unit prices in dollars per hour with automatic extended-price calculation. Maryland Works (Employment Works Program) has waived pursuit of this contract through a Community Service Provider for the period March 1, 2025, through February 29, 2026, but reserves the right to review and pursue beginning March 1, 2026.

The sample contract reflects small-procurement procedures under COMAR 21.05.07 and is governed by Maryland law, with standard provisions for nondiscrimination, anti-bribery certifications, and dispute resolution.
