About this opportunity
Escambia County, Florida is seeking qualified firms to provide lot cleanups and demolition services through a continuous Request for Letters of Interest (RLI). The procurement is structured as a task order-based continuing services contract, where selected contractors will perform work on an as-needed basis. The initial contract term is 36 months, with potential renewals for additional 12-month periods up to a maximum of 36 months. Evaluation of vendors will occur in two phases, with firms being assessed on key criteria including ability and qualifications of professional personnel, past performance, similar county projects, time requirements, and budget requirements, each weighted at 20% and scored on a pass/fail basis. The solicitation was released on March 24, 2025, with a pre-solicitation meeting scheduled for March 31, 2025, and the initial submission deadline set for May 9, 2025 at 10:00 am. Contractors must submit comprehensive documentation including references, E-Verify certification, insurance documentation, and various compliance forms.
The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Vendors must meet extensive insurance requirements, including workers' compensation, general liability, business auto liability, and pollution liability coverage. While no incumbent vendors are mentioned, the county reserves the right to award multiple contracts based on responsiveness and ability to meet county needs. The procurement appears focused on creating a pool of qualified contractors who can respond to task orders for lot cleanups and demolition services, with compensation determined by individual bids for specific work performed. No specific budget range or award value is explicitly stated in the provided documentation, though the continuous nature of the contract suggests flexibility in potential project scope and value. The county will evaluate and select contractors who can demonstrate technical capability, past performance, and compliance with comprehensive submission requirements.
