About this opportunity

The Maryland Department of Health, Behavioral Health Administration, is requesting applications for a single Targeted Case Management Plus (TCM Plus) Enrollment provider to link Medicaid-ineligible youth under 17 years of age to behavioral health services and manage fiscal operations, with applications due January 23, 2026 at 2:00 p.m. local time through eMaryland Marketplace Advantage (eMMA). The mandatory pre-application conference already occurred on January 6, 2026; questions were due by close of business January 16, 2026.

Eligibility is limited to 501(c)(3) nonprofit organizations, local government agencies, public colleges, or state universities. Applicants demonstrating 0–2 years of experience with these services receive preference. Three attestation letters from community partners are required.

The scope encompasses identifying and referring youth to TCM Plus providers across Maryland; establishing referral protocols and partnership agreements with Care Coordination Organizations (CCOs); creating staff training materials; implementing data tracking systems; and managing all fiscal operations, including creating Memoranda of Understanding with CCOs, processing invoicing, and ensuring timely reimbursement to providers. Applicants serve as the payer, receiving quarterly reimbursement claims from MDH. Customized goods and services through Plans of Care are capped at $1,000 per six-month authorization period. The applicant must provide quarterly and annual reports, maintain monthly meeting minutes with the grant monitor, and participate in site visits.

The maximum annual award is $1,179,765, with a total potential three-year value of $3.539 million, covering the base term of July 1, 2026 through June 30, 2027, plus two optional renewal years through June 30, 2029. This is a firm fixed-price award. Evaluation is weighted equally between technical merit and budget reasonableness, with technical scoring driven by mandatory requirements, general requirements, programming capacity, organizational capacity, and reporting adherence in descending order of importance. All funds are subject to availability; MDH may adjust or cancel the award with 60 days' notice.

Applications must include a transmittal letter with eMMA vendor number and Federal Employer Identification Number, proof of tax-exempt status, detailed project narrative, staff qualifications with resumes for key personnel, organizational chart, and budget narrative in Excel and PDF formats.
