About this file

This is a Pre-Application Conference Q&A document issued by the Maryland Department of Health's Behavioral Health Administration for the Targeted Case Management Plus (TCM Plus) Enrollment Request for Application (RFA) BPM054661. The RFA seeks a single applicant to oversee three critical functions: identifying and connecting youth and families to TCM Plus providers across Maryland; serving as the fiscal manager for the award, including maintaining policies and procedures, managing invoicing, ensuring timely payments, and maintaining financial records; and maintaining ongoing communication with the BHA Grant monitor. TCM Plus is a comprehensive wraparound service designed for youth under 17 years of age who are privately insured, uninsured, or otherwise ineligible for Medicaid, and who have complex behavioral health needs. The program utilizes Care Coordination Organizations (CCOs) to facilitate Child & Family Team meetings, develop Plans of Care, arrange transportation, and perform outreach. The pre-application conference was held on January 6, 2026, from 2:30-3:30 PM EST, with a deadline for RFA questions by close of business on January 16th. The anticipated agreement begins July 1, 2026, and runs through June 30, 2027, with two option years available.

The total potential award is $3,539,295, equating to $1,179,765 per year. Eligible applicants include local and state government agencies, public colleges or state universities, and nonprofit social organizations as defined under Section 7-402 of the State Finance and Procurement Article of the Annotated Code of Maryland, with preference for applicants having 0-2 years of experience with the services outlined in the Scope of Work. The applicant will serve as the payer, responsible for creating Memoranda of Understanding (MOUs) with CCOs and reimbursing them for services rendered, then invoicing the Behavioral Health Administration quarterly for reimbursement. Customized goods and services (CGS) offered through a youth's Plan of Care are subject to a funding limit of $1,000 per 6-month authorization period and must offer therapeutic benefit and support treatment goals.

Targeted Case Management Plus Enrollment RFA

BPM054661

Pre-Application Conference Overview and Q&A

January 6, 2026 | 2:30-3:30 PM EST

General Overview Provided

The primary objective of the Targeted Case Management Plus (TCM Plus) Enrollment RFA is to expand TCM Plus care coordination services to youth under the age of 18 who are privately insured, uninsured, or those who are otherwise ineligible for Medical Assistance.

The ultimate goal of this program is to promote youth stability in the community and decrease out-of-home placement.

This RFA seeks a single Applicant that is able to perform three critical functions:

1) Overseeing the identification, referral, and connection of youth and families to TCM Plus providers across MD

2) Serving as the fiscal manager for this award, which includes:

● Maintaining local policies and procedures for the administration, disbursement, and prioritization of funds

● Managing the invoicing process for TCM Plus services and customized goods and services rendered by the Care Coordination Organizations (CCOs)

● Ensuring timely payments

● Maintaining accurate financial records

3) Being available to meet with the BHA Grant monitor to ensure ongoing communication on the implementation and operation of the program

The anticipated agreement is for an initial year, from July 1, 2026, to June 30, 2027, with two option years, and a total potential award of $3,539,295 ($1,179,765 per year).

We are looking for an Applicant who can provide a clear and comprehensive workplan that demonstrates their ability to meet all requirements in the Scope of Work.

Questions & Answers

Q: What is Targeted Case Management?

A: Targeted Case Management is a coordinated support service helping individuals with serious mental health or substance use challenges access crucial medical, social, educational, and housing resources. This service is funded by Medicaid and executed by Care Coordination Organizations (CCOs) who facilitate Child & Family Team meetings, develop and manage Plans of Care, arrange transportation to/from services, and perform outreach to locate providers and meet family needs. See COMAR 10.09.90.

Q: What is Targeted Case Management (TCM) Plus?

A: Similar to the Medicaid-funded TCM model, TCM Plus employs a comprehensive wrap-around approach, supporting youth with behavioral health diagnoses through Care Coordination Organizations (CCOs). The only difference between TCM and TCM Plus is the youth's insurance status: TCM is for youth who have Medicaid, whereas TCM Plus is specifically designed for youth who are privately insured, uninsured, or otherwise ineligible for Medical Assistance.

Q: Who is the target population for TCM Plus services?

A: Youth under the age of 17 who have complex behavioral health needs and a combination of risk factors. In contrast to TCM services that are available to youth enrolled in Maryland Medicaid, TCM Plus services are for youth who are privately insured, uninsured, or who are otherwise ineligible for Medical Assistance.

Q: What are customized goods and services?

A: Customized goods and services (CGS) are items and services funded as part of a youth's Plan of Care that offer a therapeutic benefit and support treatment goals (e.g., art supplies, therapeutic toys, camp, dance/music/equine therapy, safety items). CGS are initiated through the CCO and have a funding limit of $1,000 per 6-month authorization period.

Q: Is the opportunity open only for Medical Practitioners Offices (as per the NAICS codes)?

A: No, this opportunity is open to local and state government agencies, public colleges or state universities, and nonprofit social organizations (as defined per Section 7-402 of the State Finance and Procurement Article of the Annotated Code of Maryland). The Applicant must have 0-2 years of experience with providing services listed in the Scope of Work requirements.

Q: Can you elaborate on the invoicing process noted in the RFA?

https://www.law.cornell.edu/regulations/maryland/title-10/part-2/subtitle-09/chapter-10.09.90

A: The Applicant (payer) is responsible for creating MOUs with CCOs (vendors) and paying the CCOs for services rendered. After paying the CCOs, the Applicant invoices the Behavioral Health Administration (BHA) at the end of each quarter to be reimbursed.

Q: Is there a deadline for RFA questions?

A: Yes there is. All questions must be submitted by close of business on January 16th in order to guarantee receiving an answer.
