About this opportunity
The Florida Department of Transportation is soliciting proposals for Target Zero Outreach and Public Awareness services for District Seven, covering Hillsborough, Pasco, Pinellas, Hernando, and Citrus counties, with technical proposals due November 2, 2026 at 9:00 a.m. and a public opening at 10:30 a.m. the same day. Proposers must be registered in MyFloridaMarketplace, and out-of-state entities must obtain authorization to do business in Florida before award. The notice also restricts contact with agency personnel from release through the 72-hour period after the intended award notice, excluding weekends and state holidays, except in writing to the procurement officer.
The scope centers on eliminating fatalities and serious injuries across the transportation system through high-risk audience engagement, with a minimum of four community events per month and a minimum of one partnership event per month with local agencies and partners. Work includes multilingual messaging, safety products such as videos, displays, and digital advertising, and innovative campaigns with measurable quarterly outcomes. The vendor must maintain a Marketing and Outreach Manager, a Coordinator, event staff, and supporting roles including videographers, graphic artists, digital marketing specialists, and GIS analysts. Insurance requirements include general liability coverage of $200,000 per person and $300,000 each occurrence, and vendors must submit a W-9 to the Department of Financial Services. No performance bond is required.
Total funding currently available is $441,063, which may be increased or decreased by amendment based on departmental need and budget availability. The initial term runs February 1, 2027 through January 31, 2029, with an option to renew for up to three additional years contingent on satisfactory performance and fund availability. Compensation combines lump-sum and hourly-rate limiting amounts by employee classification, with estimated quantities provided for pricing only. Tangible educational items and media buys are reimbursable at cost with prior Department approval. All payments carry a one percent MyFloridaMarketplace transaction fee.
Evaluation consists of a technical component worth 100 points (executive summary, management plan, and program-specific questions) and a price component worth 10 points. Proposals scoring fewer than 80 technical points are deemed non-responsive. Price proposals open November 30, 2026 at 10:00 a.m., and the intended award posts December 1, 2026.
