FLORIDA DEPARTMENT OF TRANSPORTATION
ADDENDUM NO. 1 DATE: 10/29/2026
RE: RFP #: DOT-RFP-27-7007-LV
RFP TITLE: Target Zero Outreach and Public Awareness for District Seven
OPENING DATE: 11/2/2026
Notice is hereby given of the following changes to the above-referenced RFP:
1. TECHNICAL QUESTIONS AND ANSWERS:
Question 1: Can the Project Manager who will oversee this contract and Technical Review
Committee members be identified?
Answer: Contract Manger: Amanda Dicks. Technical Review Committee: Tina Russo, Eric Henry and Jensen Hackett
Question 2: To increase efficiency of deliverables and maximize impact, can personnel serve dual roles? For example, can the Marketing and Outreach Manager also serve as the Deputy Project Manager?
Answer: Yes, but the Department’s Contract Manager would have to approve when each position is being utilized.
Question 3: In the previous procurement of this contract, DOT-RFP-25-7026-LV, Addendum 2 (attached) the scope of services, section IV, project requirements and provisions for work, letter B, staffing added information about several staff positions. Are the descriptions of duties for the staff positions in addendum 2 going to be the descriptions of the staff positions for this RFP?
Answer: Staff positions will stand as they are in the Exhibit “A”, Scope of Services.
Question 4: What does FDOT mean by "low price" (vs. the proposer's price) in the price proposal evaluation scoring formula?
Answer: The lowest price submitted by all proposers.
Question 5: What is the maximum number of points a proposal may receive?
Answer: A cumulative total of 110.
Question 6: What process should proposers follow to acknowledge addenda?
Answer: See Section 4 Oral Instructions, in advertisement paragraph two.
Question 7: The video and educational content components of this solicitation are particularly relevant to our work. Could you please clarify whether a specialized video-production company may participate as a subcontractor or teaming partner, and whether the solicitation allows video-production services to be proposed or priced separately from the broader outreach program?
Answer: You must be able to do all aspects to bid on the advertisement. You can be a subcontractor or teaming partner.
Question 8: If there is a prescribed process for identifying potential prime contractors or submitting subcontractor qualifications, I would appreciate your guidance. I understand that all procurement questions must follow the solicitation’s formal communication procedures.
Answer: This is being procured under Commodities and Contractual Services, under
Florida Statute 287.057 and has no prequalification that must be met, so we don’t know who will bid on this.
Proposers must acknowledge receipt of this Addendum by completing and returning to the
Procurement Office, by no later than the time and date of the proposal opening. Failure to do so may subject the proposer to disqualification.
