About this opportunity
The School Board of Sarasota County, Florida has issued Bid #26-0119 for Tank Pumping and Hydro-Jetting Service, seeking a comprehensive contractor to provide maintenance and emergency services for grease traps, septic tanks, and transfer stations across 54 school district locations. The procurement covers pumping services for 141 grease trap tanks ranging from 750 to 5,400 gallons, with requirements including all labor, supervision, fuel, travel, disposal fees, equipment, materials, and transportation. Contractors must provide routine grease trap maintenance twice annually on a predetermined schedule and be prepared for emergency services as needed. Bidders must demonstrate a minimum of three years of verifiable tank pumping and hydro-jetting experience within the preceding 36 months and provide three commercial references. Key submission requirements include electronic bid submission through VendorLink by January 8, 2026, at 1:00 p.m. EST, with written questions due by the same deadline. The recommended award is expected to be posted on February 10, 2026, with Board action scheduled for February 17, 2026. The initial contract term is one year, with options to renew for two additional one-year periods.
The solicitation includes specific set-aside and certification requirements, particularly for Small/Minority Business Enterprises (SMBE) as defined by Florida Statutes 288.703. Bidders must declare their status, which can include African American, Asian American, Woman-Owned, Hispanic American, or Native American ownership, with certification through the State of Florida Department of Management Services Office of Supplier Diversity. Additional compliance requirements include drug-free workplace certification, background screening under the Jessica Lunsford Act, E-Verify compliance, and specific affidavits addressing foreign ownership and labor coercion prohibitions. Pricing is to be submitted on a per-gallon basis for routine and emergency pump-out services, with hourly rates for standard and non-standard working hours. Subcontracted services are permitted with prior written approval and are limited to a 10% maximum markup. While no specific budget range is explicitly stated, the extensive facility coverage and service requirements suggest a potentially significant contract value. The School Board reserves the right to award to multiple vendors or in any manner deemed in its best interest, with no guaranteed minimum order quantity.
