About this opportunity
The State of Illinois, through the Illinois State Police Special Operations Command (SOCOM), is procuring 16 units of tactical spotting scopes for issuance to SWAT and tactical surveillance personnel. The scopes must feature 8-40x variable magnification, a minimum 60mm objective lens diameter, extra-low dispersion optical glass, and a TREMOR 4 reticle in the first focal plane with milliradian units to support long-range observation, range estimation, target identification, threat detection, and ballistic correction in varied operational environments. The equipment must meet stringent durability and performance standards, including aircraft-grade aluminum or magnesium alloy housing with matte non-reflective coatings, waterproof and fog-proof construction, operational capability from -20°C to +60°C, weight not exceeding 6.5 pounds without accessories, and overall length not exceeding 18 inches. Required accessories include protective carrying cases, lens covers, sunshades or glare reduction accessories, and cleaning kits, along with integrated tripod mounting interfaces compatible with standard systems and a minimum of three MIL-STD-1913 Picatinny rail mounting locations. Vendors must provide a lifetime manufacturer warranty, maintain U.S.-based service and repair support, and submit manufacturer data sheets and optical and mechanical performance specifications within three business days of request, with all products being new, unused, and current production items. Delivery is required within 60 days of contract execution to 4700 Rodger Street, Springfield, Illinois 62703, with deliveries limited to Monday through Friday between 9 a.m. and 4 p.m., excluding state holidays, and sample units must be provided within three weeks if requested. The proposal due date is April 30, 2026, with the opportunity posted on April 21, 2026.
The procurement documents do not specify set-aside designations, restrictions on bidder types, or disadvantaged enterprise preferences; however, all vendors must comply with the State of Illinois Standard Terms and Conditions, including prevailing wage requirements when applicable, maintenance of general commercial liability insurance of $1,000,000 per occurrence and worker's compensation coverage, and retention of financial records for three years or five years if federal funds are used. No incumbent vendors or current contractors are identified in the available documentation. The State reserves the right to terminate contracts for convenience with thirty days' notice or for cause upon determination of performance failure, safety concerns, or financial incapacity, and all work product and deliverables become the sole property of the State. Disputes must be filed exclusively with the Illinois Court of Claims rather than through arbitration. No specific budget range or award value is provided in the posted materials.
