About this opportunity
The Commonwealth of Kentucky, on behalf of the Kentucky State Police, is soliciting bids for a Tactical Airborne System installation on a Cessna 182 aircraft through Request for Bid (RFB) 758 2500000479. The procurement consists of four line items: a Wescam MX-10 gyro-stabilized electro-optical and infrared (EO/IR) imaging system with high-definition capabilities, a Churchill Augmented Reality System (ARS-750 ATOM 2) mapping system with integrated mission computer, a Macro Blue 12.1-inch NVIS dual-mode display screen with touchscreen capability, and complete installation services including integration of a TDFM-9100 all-band airborne radio and compatible audio panel. Vendors must submit bids by April 11, 2025, at 1:30 PM ET to the KSP Aircraft Branch in Frankfort, Kentucky, with written questions due by March 14, 2025, at 12:00 noon ET and Commonwealth responses posted by March 28, 2025. The selected contractor must be an FAA-authorized repair station located within 250 miles of Frankfort, Kentucky, possess documented proof of at least three previous system installations, complete all installation work within 90 days of commencement, and commence work within 30 days of equipment receipt. Bids will be evaluated using a best-value approach allocating 85 points to price (with the lowest bidder receiving maximum points), 5 points for delivery performance (maximum 90 days from work start, with bonus points for faster completion), and 10 points for warranty duration (longest warranty receives maximum points). Required submissions include pricing on the designated Bid Sheet only, proof of FAA Authorized Repair Station certification, Revenue Form 10A100 (if applicable), required affidavits, EEO forms (if applicable), and proof of insurance.
The Commonwealth applies Kentucky resident bidder preference per KRS 45A.494 and reserves the right to apply reciprocal preferences consistent with other states' preferences. Contractors must maintain Commercial General Liability Insurance of $2,000,000 per occurrence and aggregate, Aviation Liability Insurance of $2,000,000 combined single limit, and Automobile Liability Insurance of $1,000,000 combined single limit throughout the contract term. Vendors must be registered in the Commonwealth eProcurement system prior to bid submission and must comply with all personal information security requirements outlined in Kentucky's Personal Information Security and Breach Investigation Procedures and Practices Act (KRS 61.931, et seq.), including prompt notification of any security breaches within seventy-two hours. The procurement requires bidders to address all line items on a Group All basis; failure to bid all items will result in deemed non-responsive status. No incumbent vendor information or renewal options are specified in the solicitation materials. The specific contract award value is not disclosed in the solicitation documents; vendors are required to provide their own unit costs and line totals in their bid responses, with all proposed pricing remaining firm for a minimum of 60 calendar days after the bid due date.
