About this opportunity

The State of Maine Division of Purchases is requesting bids on Tackle-Buster Decals with bids due April 15, 2011.

Paper and printing procurement by the State is subject to a certified wood products requirement. The State will procure paper products made from post-consumer recycled fiber and/or virgin fiber sourced from certified forest and wood production operations (acceptable certifiers: American Tree Farm System, Forest Stewardship Council, Master Logger Certification Program, Programme for the Endorsement of Forest Certification, or Sustainable Forestry Initiative) when such products are available and meet performance, safety, and cost requirements.

Bidders must specify the percentage of post-consumer recycled fiber content and certified virgin fiber content for each proposed product, provide proof of chain of custody certification, and identify all certification labels applied by vendors or manufacturers. The State reserves authority to pay a price premium of up to 4 percent above the lowest bid to achieve purchases of paper with 100 percent post-consumer recycled or certified virgin fiber content. If no bids meet the 100 percent threshold, preference will be awarded to paper products with the highest percentage of recycled or certified content, provided cost does not exceed 4 percent above the lowest submitted bid price.

Bids offering paper products containing a minimum of 30 percent post-consumer recycled material that fall within 10 percent of the lowest bid meeting all other specifications may receive up to an additional 10 percent price preference, provided the bidder discloses recycled content percentage in bid comments.

The contract may extend beyond the initial term with contractor consent, with maximum total contract period not to exceed three years. Contract overrun is permitted not to exceed 3 percent. Quotes must be submitted electronically by 2:00 p.m. local time. Awards will be made to the lowest responsible bidder offering best overall value to the State, with tie-bid preference given to in-state bidders or those offering Maine-produced or Maine-manufactured commodities.
