About this opportunity
The New York State Office of Parks, Recreation and Historic Preservation is soliciting sealed bids for selective demolition of a fire-damaged Recreation Hall at Lake Taghkanic State Park in Ancram, Clinton County, with bids due August 4, 2026 at 12:30 p.m. MWBE participation goals are 9% MBE and 8% WBE. Under Public Building Law 8(6), an NYS-certified MBE firm submitting a bid within 10% of the lowest bid may be deemed the apparent low bidder if responsible and the bid does not exceed $1.737918 million.
The scope encompasses selective demolition of the fire-damaged Recreation Hall interior and roof structure while preserving the existing stone chimney, fireplace, interior plaster walls, masonry hearth, and portions of the building designated to remain. The contractor must salvage and stack pavers on contractor-provided pallets with specified weight limitations, protect existing utilities, and execute chimney demolition using hand tools and controlled methods to prevent damage. NYS OPRHP will handle fence disassembly and site furnishing protection.
The engineers' estimated cost range is $88,633 to $119,915. Bid security is $5,250. The contract completion period is approximately 50 days after approval by the New York State Comptroller's Office, with mobilization permitted only after October 26, 2026. Performance Bonds and Labor and Material Bonds each equal to 100% of the contract amount are required.
Bidders must register with the Bureau of Public Work and Prevailing Wage Enforcement, complete gender-based violence workplace certification, and comply with Executive Order No. 16. The apparent low bidder must submit a New York State Vendor Responsibility Questionnaire (Form CCA-2) within 24 hours of bid opening. Bids are submitted electronically in PDF format and publicly opened via WebEx at 1:00 p.m. on August 4. The pre-bid meeting was held July 14; requests for information were due July 21.
