About this opportunity

The Ohio Department of Youth Services (DYS) is soliciting proposals for HVAC Maintenance, Repair, and Operations (MRO) services for fiscal year 2026, covering two specific facilities: Indian River Juvenile Correctional Facility in Massillon and the DYS Training Academy in Orient. The procurement is structured as a Request for Quote (RFQ) under existing contract MAC038, seeking certified and licensed HVAC technicians to perform preventative, seasonal, and general maintenance services. Interested suppliers must submit quotes for both lots (one for each facility) by May 28, 2025, at 12:00 PM, with an optional site visit period ending May 23, 2025. Evaluation criteria will focus on hourly rates for different technician categories, including HVAC Technician, Boiler/Chiller Technician, HVAC Electrician, and Trip Charge rates. Qualified vendors must provide detailed pricing in the OhioBuys system and demonstrate technical expertise in HVAC system maintenance. The contract period will run from July 1, 2025, through June 30, 2026, with the award going to the lowest responsive and responsible bidder.

While the solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, it follows standard state procurement protocols through the Department of Administrative Services (DAS) contract MAC038. The RFQ does not disclose incumbent vendors or require specific integration with existing technology beyond standard HVAC maintenance protocols. Site visits are optional but recommended for vendors to understand facility-specific requirements. Although precise budget ranges are not specified, the solicitation suggests pricing will be evaluated based on submitted hourly rates, with a focus on not-to-exceed pricing under the existing DAS contract. Quotes must remain valid for a minimum of 60 days, indicating the state's flexibility in vendor selection and potential negotiation processes. The geographic scope covers Stark County, with specific service locations in Massillon and Orient, Ohio, reflecting a localized procurement approach for critical youth services infrastructure maintenance.
