About this opportunity

The Georgia Department of Transportation (GDOT) solicited proposals for videolog and pavement condition data collection services covering 36,000 centerline network miles of Georgia's highway system under RFP 48400-DOT0002728, with proposals due March 14, 2023. This is a closed solicitation; GDOT awarded the contract to Mandli Communications, Inc. on June 28, 2023.

The scope encompasses collection and data management of video and pavement condition information across the state's highway network and roadside assets. The videolog serves as a visual inventory enabling remote access to distant locations for condition verification without field deployment. The contract includes tiered pricing for additional services, with per-mile rates ranging from $20.00 to $24.50 for baseline services and scalable rates for expanded collection activities.

The awarded contract amount is $1,602,178.00 structured as an open contract with provisions for additional per-mile costing beyond the baseline scope. Mandli Communications achieved the highest combined score of 780 points (400 cost points and 380 technical points) among five competing proposals. Four unsuccessful offerors—Pathway Services, Inc.; International Cybernetics Company, LP; Fugro USA Land, Inc.; and Michael Baker International, Inc.—did not submit the highest-scoring proposals. All bidders were required to register with the Georgia Secretary of State and the Team Georgia Marketplace system to submit proposals through the eRFP platform.
