About this opportunity
The State of New Jersey Department of the Treasury, Division of Purchase and Property, is soliciting bids on behalf of the New Jersey Department of Human Services for FDA-approved naloxone 4mg nasal spray under solicitation 26DPP01283, with quotes due October 27, 2026 at 2:00 PM Eastern Time. The contract is not a small business or disabled veteran-owned business set-aside.
The scope is supply of naloxone in two-dose cartons packaged twelve per case. The contractor must ship on-demand directly to approximately 1,500 registered eligible entities statewide — first responders, governmental agencies, schools, libraries, treatment programs, harm reduction agencies, colleges, shelters, and food banks — with orders received Monday through Friday (excluding state holidays), processed and shipped within 24 hours of receipt, and delivered within two business days from shipping. All products must be FDA-approved with at least a 24-month expiration date from shipping. Bidders must provide educational materials on opioid overdose in English and Spanish and demonstrate capacity and experience with similar contract sizes and scopes.
Pricing must be submitted on a state-supplied price sheet as firm, fixed unit prices per two-dose carton inclusive of all freight and shipping costs. Historical volumes were 223,020 cartons in 2024 and 265,500 cartons in 2025, with annual expenditures of $7,995,792 and $7,796,712 respectively. The contract base term is three years with an option to extend up to three additional years in one-year increments. The contract will be funded with federal State Opioid Response grant dollars; however, the State reserves the right to terminate or modify the contract based on funding availability.
The State intends to award to the single responsible bidder whose quote is most advantageous, considering price and other factors. Electronic questions are due September 11, 2026 at 2:00 PM Eastern Time. No pre-quote conference or site visit is required. Bidders must submit a Specification Conformance Form, Bidder Data Sheet documenting prior contracts of similar scope and any terminations for cause within five years, and all required New Jersey standard procurement certifications including ownership disclosure, Iran investment activities, debarment certification, affirmative action compliance, and business registration.
