About this opportunity

The New Jersey Department of Transportation is requesting quotes for emergency winter season towing services across 33 deploy-to-site locations throughout New Jersey's highway system, with quotes due October 22, 2026. A Small Business Enterprise (SBE) set-aside preference applies to SBEs registered with the New Jersey Division of Revenue and Enterprise Services, with preference available within 15 percent of the most competitive offers based on total price.

The scope covers towing and roadside assistance services from October 1 through April 30 across 66 price lines serving medium-duty vehicles (11,500 lb. GVWR and under) and heavy-duty vehicles (over 11,500 lb. GVWR) deployed to 21 maintenance yard locations. Additional task force and roving tow crew services are specified for Interstates 280 and 78. Bidders may quote one or multiple price lines. All-inclusive hourly firm fixed rates must cover direct labor, overhead, equipment, fuel, repairs, and all operational costs. Bidders must demonstrate a minimum of two years of experience performing towing services on public roadways. Contractors must maintain valid commercial driver's licenses for all operators, carry appropriate insurance coverage (including $1 million minimum Commercial General Liability with the State named as additional insured), maintain 24/7 availability seven days a week, and assume all responsibility for damages caused during service performance.

The base contract term is three years with the option to extend up to two additional years (one year per extension) at the same rates or more favorable terms to the State. Contractors receive a minimum compensation guarantee of four hours of pay per event when reporting within two hours of call-out with required equipment. Performance evaluation criteria include response time, equipment compliance, operational safety, damage prevention, and adherence to NJDOT guidelines, with documented violations potentially resulting in section or full contract termination.

An optional pre-quote conference is scheduled for September 1, 2026 at 11:00 AM via Microsoft Teams. Questions and answers close September 9, 2026 at 2:00 PM. Quotes must be submitted exclusively through NJSTART using the state-supplied price sheet in original Excel format with no blank lines or formatting alterations. The mandatory State Standard Terms and Conditions apply, including prevailing wage obligations, Iran investment certifications, pay-to-play prohibitions, and cybersecurity incident reporting within 72 hours to the New Jersey Office of Homeland Security and Preparedness.
