About this opportunity
The state of New Jersey, through its Department of Health, Division of Family Health Services, WIC Services, is issuing a Request for Proposal (RFP) for a qualified vendor to provide a rebate on infant formula for use by the WIC program participants in the state. The intent is to award a Master Blanket Purchase Order Contract to the responsive and responsible vendor offering the lowest total monthly net price or highest rebate for iron-fortified milk-based and soy-based infant formulas, as well as potentially other formula varieties such as reduced lactose and milk-based with added rice. The successful vendor will be required to provide a rebate on all infant formulas issued by the WIC Services, except for exempt infant formulas. The contract term is unspecified, but the current contract is set to expire on February 28, 2018. Proposals are due by November 30, 2017 at 2:00 PM Eastern Time, and the contract will require the vendor to adhere to all USDA regulations for the WIC program, as well as provide detailed reporting, product substitution procedures, and pricing adjustments.
The contract opportunity is limited to the Mercer County jurisdiction within New Jersey. Vendors must be registered with the New Jersey Division of Revenue and Enterprise Services, and may identify as a Minority-Owned or Women-Owned Business. The incumbent contractor is Mead Johnson Nutritionals, and the transition to a new contractor will be carefully managed to ensure continuity of service for the WIC participants. The funding for this contract will be provided through the USDA WIC program, and the state may award any or all price lines under the contract.
