The City of Dalton Parks and Recreation Department is requesting sealed proposals for synthetic turf field replacement at the Broaddus/Durkin Soccer Fields, with proposals due September 1, 2026 at 2:00 p.m., and attendance at a mandatory pre-RFP meeting and site visit on August 12, 2026 at 10:00 a.m. at the Mack Gaston Community Center — failure to attend results in automatic disqualification.

Prequalification is required: vendors must be prequalified by the Georgia Department of Transportation, or have successfully completed a similar project for the City of Dalton within the last five years, or demonstrate comparable experience with three references. Contractors must be approved active vendors with the City, submit an executed E-Verify affidavit, and provide evidence of prequalification.

The scope includes removal and recycling of existing synthetic turf, stone base work and drainage, installation of new synthetic turf with specified minimum requirements (2-inch pile height, 50 ounces per square yard minimum face weight, slit film and monofilament fiber type, shock pad with minimum 16mm thickness, organic infill topper), line package matching existing lines at Ron Nix Soccer Complex, maintenance and grooming equipment with owner training, and potential replacement or repair of nailer boards and concrete curbs. Place of performance is 310 Smith Industrial Blvd, Dalton, Georgia 30721. Expected project completion is November 17, 2026, with work to commence within ten days of Notice to Proceed.

Evaluation is weighted: proposed synthetic turf system including durability, cost of ownership, player safety, warranty, and maintenance (35 points); lump sum contract price (30 points); installer qualifications, certifications, experience, and references for at least five comparable projects completed within 30 percent of scope or cost (25 points); and proposal completeness and accuracy (10 points). The City reserves the right to award to a single contractor for both fields or multiple contractors, and may conduct best and final offer negotiations. For proposals exceeding $100,000, a bid bond equal to five percent of the lump sum price is required. Questions are due August 20, 2026 at 3:00 p.m. Proposals must be submitted in two tabbed and bound copies and remain open for 60 days from the deadline.
