About this opportunity
The South Carolina Department of Corrections is requesting sealed bids for Symmetry hand sanitizer and dispensers for the SCDC Commissary Main Warehouse, with bids due September 8, 2026 at 10:00 AM EST and questions due August 31, 2026. Offerors may claim South Carolina resident vendor preference, South Carolina end-product preference, or U.S. end-product preference under Section 11-35-1524 of the South Carolina Code if they qualify.
The scope requires 108 cases of foaming hand sanitizer annually (540 cases total over the contract period) and 34 cases of foaming hand sanitizer dispensers annually (170 cases total). The sanitizer must be waterless, eliminate 99.9% of disease-causing organisms, contain 0.12% benzalkonium chloride, include Allantoin and Aloe, and dry quickly; it must be packaged in 1250 ml hermetically sealed plastic bags with six units per case. Dispensers must be compatible with the existing Buckeye Symmetry system, feature impact-resistant sight windows, patented no-drip systems, and durable ABS plastic construction available in smoke or frost colors; they must be packaged six per case. Bidders must submit samples prior to opening—two sanitizers, one dispenser, specification sheets, and Safety Data Sheets.
The initial contract term is four years with four potential one-year renewal options, running from September 16, 2026 through September 15, 2027, with automatic renewal unless the State provides thirty days' notice of non-renewal. Award will be posted September 16, 2026. Pricing must be submitted as fixed unit prices for each line item; the lowest responsive and responsible bidder will be selected. Products must be delivered within thirty days of purchase order receipt during weekday business hours (7:30 AM–2:00 PM) on pallets suitable for forklift and pallet jack access. Vendors may not impose minimum order conditions. All offerors must maintain current vendor registration with the State and certify compliance with South Carolina's ethics, debarment, drug-free workplace, and independent price determination requirements.
