About this opportunity

The City of Phoenix Parks and Recreation Department is seeking sealed offers for a comprehensive Swimming Pool Maintenance Supplies, Accessories and Repair contract (solicitation number PKS-IFB-25-0740) for a five-year term beginning July 1, 2025. The procurement covers an extensive range of 189 distinct pool maintenance items, including equipment like pool lifts, storage tanks, water level controls, pressure gauges, flow meters, chemical testing equipment, diving board components, and replacement parts from manufacturers such as Aqua Creek, Chemtrol, Hayward, and Pentair. Bidders must be local stocking distributors capable of over-the-counter and delivery purchases, with a requirement to deliver parts within five business days of order. All items must be new and carry a one-year warranty. Key procurement dates include a deadline for written inquiries on April 29, 2025, and a final response deadline of May 8, 2025, at 2:00 pm. The City reserves the right to add, change, or delete quantities or items as needed and may select multiple contractors for the contract.

The solicitation indicates potential preferences for disadvantaged business enterprises, though specific set-aside percentages are not detailed in the provided documents. The contract will be awarded on a line-item basis, with pricing structured as per-unit costs that will remain firm for the initial one-year period, with potential annual price adjustments subject to 60 days' written notice and supporting documentation. Contractors must comply with extensive supplemental terms and conditions, including non-discrimination requirements, civil rights regulations, and workplace safety standards, particularly those related to heat mitigation and equal employment opportunity. While specific budget ranges are not explicitly stated, the comprehensive nature of the procurement suggests a significant potential contract value. The contract will be officially awarded upon City Council approval and recording by the City Clerk's department, with technical support for the procurement process available through the City's OpenGov e-Procurement Portal.
