About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for swimming pool maintenance services at San Antonio State Supported Living Center, with bids due September 4, 2026 at 10:30 a.m. Central Time. This is a critical timing constraint — the due date has already passed as of the current date (September 9, 2026), rendering this opportunity closed to new bidders.

The scope encompasses cleaning, chemical balancing, equipment checks, and minor repairs: surface skimming and debris removal, wall and floor brushing, vacuuming, deck cleaning, water chemistry testing and adjustment (pH and chlorine levels), filter backwashing, pump and heater inspection, and related equipment maintenance. The contractor must maintain an established office within the San Antonio metro area and respond to service calls within four hours during regular business hours (Monday through Friday, 8 a.m. to 5 p.m. Central Time), with one-hour response time for declared emergencies. Bidders must demonstrate a minimum of five years of relevant experience; this requirement may be satisfied through a qualified subcontractor provided the subcontractor meets or exceeds the threshold and assigned personnel possess required qualifications. A qualified subcontractor's established San Antonio Metro-Plex office may also satisfy the office-location requirement with proper documentation at bid submission.

Historical annual spending for similar services is $26,505. Pricing must be firm and fixed for the contract life using the provided Pricing Sheet (Exhibit C). The initial contract term expires August 31, 2027, with one optional one-year extension at HHSC's sole discretion; contract start is upon award.

Bidders must submit minimum three verifiable references for similar services within the last three years. Insurance requirements include workers' compensation ($1 million employer's liability per accident and disease), commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability ($1 million combined single limit), professional liability ($1 million), and umbrella liability ($1 million). The contractor bears all costs for labor, equipment, materials, supplies, employee training, background checks (Texas Department of Public Safety criminal and sex offender checks), uniforms, and identification badges. Personnel must be at least 18 years old and E-Verify compliant. A Historically Underutilized Business (HUB) Subcontracting Plan is encouraged but not required. Awards require submission of a Texas Ethics Commission Form 1295 Certificate of Interested Parties prior to contract execution and are contingent on HHSC Executive Commissioner approval.
