About this file

This is an Addendum No. 1 to Solicitation Q&A for the Swimming Pool Maintenance contract at the San Antonio State Supported Living Center in Texas, issued under Solicitation Number HHS0017720. The solicitation seeks a contractor to provide comprehensive swimming pool maintenance services at the state-supported living facility.

The addendum addresses two key clarifications regarding bidder qualifications and requirements. First, bidders may satisfy the minimum five-year relevant experience requirement through a qualified subcontractor, provided the subcontractor meets or exceeds the experience threshold and the assigned personnel possess the required qualifications; however, bidders must submit correct pricing and proof of experience and qualifications with their bids for consideration. Second, regarding the San Antonio Metro-Plex office requirement, a qualified subcontractor's established office within the San Antonio Metro-Plex may satisfy this requirement, though the subcontractor's address must be provided at the time of bid submission. Both clarifications confirm that subcontracting is an acceptable method for completing the required services, contingent upon proper documentation and disclosure during the bidding process.

Addendum No. 1 - Solicitation Q&A

Solicitation Title: Swimming Pool Maintenance, San Antonio State Supported Living Center

Solicitation Number: HHS0017720

# Reference (If Applicable) Question Response

1. Section 7.1.5 – Minimum Experience and Qualifications

Section 7.1.5 states that the minimum requirements apply to the Contractor, Contractor's personnel, Subcontractor, and Subcontractor's personnel, and further states that the Bidder shall have a minimum of five (5) years of relevant experience.

If a Bidder proposes to perform the swimming pool maintenance services through a qualified subcontractor that meets or exceeds the five-year relevant experience requirement, and whose assigned personnel also meet the required experience and qualification requirements, may the Bidder rely upon the subcontractor's experience and qualifications to satisfy Section 7.1.5?

Subcontracting is a valid way to complete the services. However, you would need to supply the correct pricing and proof of experience and qualifications upon bid submission in order for the bid to be considered.

# Reference (If Applicable) Question Response

2. Section 7.1 – Scope of Services to be Performed – San Antonio Metro-Plex Office Requirement

Section 7.1 states that the Contractor must maintain an office in the San Antonio Metro-Plex.

Clarification Requested: If the Bidder proposes a qualified subcontractor that maintains an established office in the San Antonio Metro-Plex and will perform the onsite swimming pool maintenance services, does the subcontractor's San Antonio Metro-Plex office satisfy this requirement, or must the prime Bidder independently maintain its own office in the San Antonio Metro-Plex?

Subcontracting is a valid way to complete the services. The subcontractor’s address within the San Antonio Metro-Plex would need to be shared upon bid submission in order for the bid to be considered.
