About this opportunity

The Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division is soliciting responses for bulk road salt (sodium chloride) and related deicing materials to be available for use by state agencies and affiliates on an as-needed basis under Statewide Contract SW0502M, with proposals due August 24, 2026 at 3:00 p.m. CST.

The contract establishes a framework agreement supporting winter road maintenance operations across Oklahoma. Delivery points span 87 maintenance yards, satellite sheds, and facilities organized across eight operational divisions; shed capacities range from 100 to 50,000 units, with the Port of Catoosa Super Shed accommodating barge salt delivery. Suppliers must meet specified technical standards for sodium chloride purity, particle size distribution, moisture content, and anti-caking additives. Bidders must identify their salt source, provide laboratory test results and certifications validating compliance, and demonstrate experience supplying road salt to state and local government entities. References from prior government or large-volume purchaser contracts are required. The state reserves the right to award multiple suppliers to provide state agencies flexibility in sourcing while maintaining quality and competitive pricing.

Pricing must be firm for the entire contract term and any optional renewal periods and submitted using the specified template. Suppliers must provide per-ton pricing for bulk road salt delivery to each division and may include separate line items for fuel surcharges. Early payment discounts may be offered in 5-day increments (10 to 30 days) expressed as half or whole percentages with a minimum of 0.5%. Bidders must include all travel expenses in total bid price and submit three years of audited financial statements and tax returns if requested. Questions are due August 3, 2026. Requests for administrative review must be submitted by July 17, 2026. All bids must be submitted through the Oklahoma Supplier Portal. The contracting officer is Nicholas Linder at Nicholas.Linder@omes.ok.gov or (405) 522-6606. Bids must remain firm for a minimum of 120 days after the due date. Federal funds will be utilized for this purchase.
