About this file
This is Amendment 1 to a statewide road salt solicitation (EV00000954) issued by the Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division on August 13, 2026. The amendment modifies the original solicitation by removing all references to barges and the Port of Catoosa from Exhibits 2 and 3, clarifying that bidders may submit proposals for specific locations rather than an all-or-nothing bid package. The solicitation seeks bulk road salt (sodium chloride) and related deicing materials for delivery to 87 maintenance yards and facilities across eight operational divisions, with proposals originally due August 24, 2026 at 3:00 p.m. CST. The amendment incorporates responses from a questions and answers period that closed August 3, 2026, addressing key clarifications regarding trailer types, pricing information, and fuel surcharge schedules.
The amendment confirms that end-dump trailers are preferred and must be capable of discharging into stockpiles at delivery facilities, while hopper trucks are not acceptable. A fuel surcharge schedule will be included in the amended pricing document. The solicitation does not mandate professional references as a requirement, though they are appreciated; evaluation criteria will focus on the executive summary, technical response, and pricing document. Suppliers must maintain firm pricing for the entire contract term and any optional renewal periods, with bids submitted through the Oklahoma Supplier Portal to Contracting Officer Nicholas Linder at Nicholas.Linder@omes.ok.gov or (405) 522-6606. All bidders must acknowledge receipt of this amendment prior to the solicitation deadline.

Description of Amendment:
a. This is to incorporate the following:
On behalf of the State of Oklahoma, the Office of Management and Enterprise Services (OMES) provides notice of changes to Exhibit 2 and Exhibit 3. Removed all references to barges and the Port of Catoosa. Additionally, added a fuel charge section to Exhibit 3. All questions and procurement/agency responses received during the Q&A period, which closed on 08/03/2026, are detailed below:
1. Q: Please confirm the trailer type required for delivery (End Dumps / Hopper Bottom Trailers).
A: In our experience, End Dumps work best. All trailers must be able to deliver and discharge into a stockpile in front of the barns.
2. Q: Would you please provide the current pricing for the Road Salt or where I can find the current pricing for the Road Salt?
A: Pricing can be found at this link.
3. Q: Are bidders for the Statewide Road Salt bid able to no-bid certain locations or is this an “all or nothing” bid package?
Specifically, the Port of Catoosa. If a bidder isn’t able to supply salt via barge to the Port of Catoosa, are they unable to bid the entire package?
A: This is not an all or nothing bid. Additionally, the Port of Catoosa and barges in general will be removed from this Statewide contract via amendment. As such, they are no longer relevant to this bidding process.
4. Q: Are hopper trucks allowed or is it only end-dump?
A: In our experience, End Dumps work best. All trailers must be able to deliver and discharge into a stockpile in front of the barns.

5. Q: Where is your fuel surcharge schedule? I see it noted in the pricing spreadsheet but I haven't located the details, base rate, etc.
A: The fuel surcharge schedule will be accessible in an amended Pricing Document.
6. Q: Exhibit 4 - Professional References Are you expecting suppliers to send your reference sheet to other states/companies to complete? As with the State of Oklahoma, most large bids are similar and go to the low bidder. States are not typically "hiring" a vendor, suppliers are bidding to win the opportunity. I understand wanting references but this is an unusual request. What is the purpose of this type of questionnaire vs a standard reference request?
A: The criteria we will use to evaluate include (1) Executive Summary, (2) Technical Response, and (3) Pricing Document. That being the case, references are appreciated but not required.
b. All other terms and conditions remain unchanged.
