About this file

This is a Technical Response document related to a bulk road salt procurement solicitation issued by the Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division under Statewide Contract SW0502M. The solicitation seeks suppliers to provide sodium chloride and related deicing materials for use by Oklahoma state agencies and affiliates on an as-needed basis. Proposals are due August 24, 2026 at 3:00 p.m. CST, with questions due by August 3, 2026 and requests for administrative review due by July 17, 2026. The contract will serve 87 maintenance yards, satellite sheds, and facilities across eight operational divisions, with shed capacities ranging from 100 to 50,000 units. The Port of Catoosa Super Shed accommodates barge salt delivery. Bids must remain firm for a minimum of 120 days after the due date, and bidders must submit all responses through the Oklahoma Supplier Portal.

Suppliers must meet specified technical standards for sodium chloride purity, particle size distribution, moisture content, and anti-caking additives, with laboratory test results and certifications required to validate compliance. Bidders must identify their salt source and provide references from prior government or large-volume purchaser contracts. Pricing must be submitted on a per-ton basis for bulk road salt delivery to each division, with options for separate line items for fuel surcharges and early payment discounts in 5-day increments (10 to 30 days) expressed as half or whole percentages with a minimum of 0.5%. All travel expenses must be included in the total bid price. The state reserves the right to award multiple suppliers to provide agencies flexibility while maintaining quality and competitive pricing. Suppliers must provide three years of audited financial statements and tax returns if requested. Federal funds will be utilized for this purchase. The contracting officer is Nicholas Linder at Nicholas.Linder@omes.ok.gov or (405) 522-6606.
