About this file

This is a Technical Response document for the Office of Management and Enterprise Services (OMES) Central Purchasing division in Oklahoma regarding contract SW0502M for the supply of bulk road salt and related deicing materials. The contract is intended to serve state agencies and affiliates on an as-needed basis. The document outlines the technical specifications and requirements that suppliers must meet to qualify for this statewide purchasing agreement. Key product specifications include requirements for sodium chloride purity, particle size distribution, moisture content, and anti-caking additives. The document establishes minimum performance standards for road salt quality to ensure effectiveness in winter weather conditions and compliance with state transportation standards. Suppliers must demonstrate their ability to consistently meet these technical parameters and provide documentation of product testing and certification.

The technical response requirements specify that bidders must provide detailed product specifications, laboratory test results, and certifications validating compliance with stated requirements. Bidders are required to identify the source of their road salt supply and demonstrate the ability to deliver consistent quality across multiple shipments throughout the contract term. The document includes provisions for sampling and testing of submitted products to verify compliance before contract award. Additional requirements address storage capabilities, delivery logistics, and the supplier's experience in providing road salt to state and local government entities. The contract structure allows for multiple awards to different suppliers, enabling state agencies flexibility in sourcing materials while maintaining quality standards and competitive pricing.
