About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking a qualified contractor for the SW Joplin Fuel Tank Replacement Project, located at 2800 Stephens Road in Joplin, Missouri. This procurement involves the comprehensive removal, disposal, and replacement of existing fuel storage infrastructure, specifically targeting one 2,000-gallon unleaded tank, one 2,000-gallon diesel tank, one 1,000-gallon diesel tank, and one 500-gallon kerosene tank with new double-wall tanks. The successful contractor must verify new tank compatibility with existing containment, supply and install new tank hardware, replace electrical wiring and metal piping, and ensure a complete functional system while reusing existing dispensers, pumps, and fuel master equipment. Bids are due on January 19, 2024, at 2:00 PM CST, with written questions accepted until January 12, 2024, at 3:00 PM. A mandatory site visit must be scheduled with Dan Borcoi, and the contractor is required to complete the entire installation within 72 hours of project initiation, with a final completion date of May 31, 2024. The contract will be awarded to the lowest responsive and responsible bidder based on a comprehensive evaluation of the submitted bid.
The procurement encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific participation goals of 10% MBE and 5% WBE. Bidders must provide a 5% bid bond or equivalent financial guarantee, with the successful contractor required to furnish a 100% performance and payment bond. The contract mandates specific insurance requirements, including general liability coverage of $500,000 per person/$4,000,000 per occurrence, automobile liability with similar limits, and workers' compensation coverage of $1,000,000. Prevailing wage rates will apply according to Annual Wage Order #30 for Jasper County, and the contractor must comply with E-Verify and worker safety program regulations. Liquidated damages of $300 per day will be assessed for late completion, and the contractor must provide a one-year warranty on all parts and labor. While no specific budget range was explicitly stated, the comprehensive nature of the tank replacement project suggests a significant investment in infrastructure upgrades for the MoDOT facility.
