About this opportunity
Paragraph 1:
The Maryland Department of Transportation State Highway Administration (MDOT SHA) is issuing an Invitation for Bids (IFB) to procure temporary lab and field technicians to perform materials testing and inspections in support of SHA construction projects. The contract will be for a three-year base period with two one-year option periods. The technicians will be responsible for a variety of testing and inspection duties related to soils, aggregates, asphalt, concrete, steel, pavement markings, and other materials at both field and laboratory locations throughout Maryland and surrounding states. MDOT SHA is seeking bidders with a minimum of three years of comparable testing and inspection service experience. Bids are due by November 9, 2021, with a public bid opening on the same date. MDOT SHA intends to make up to two awards from this IFB.
Paragraph 2:
This procurement includes a 25% Minority Business Enterprise (MBE) participation goal, but no Veteran-Owned Small Business Enterprise (VSBE) goal. The current incumbent contractors are V.E. Engineering ($6,534,529) and Apollo Professional Solutions ($8,169,175.42). The Administration estimates needing approximately 15-20 technicians per year to support the contract. Bidders must be able to provide the necessary personal protective equipment and other required supplies for their employees. Payment will be on a firm fixed price basis, with reimbursement for mileage, tolls, and per diem expenses for out-of-town assignments. The exact award amount is not disclosed, but the Administration has an estimated annual budget for these services.
