The contract seeks to obtain out-of-state debt collection services for delinquent toll payments and other debts owed to the MDTA by owners of vehicles registered outside Maryland, including those registered in other U.S. states, the District of Columbia, U.S. territories, Canadian provinces, and Mexican states. The base contract term covers three years (Contract Years 1, 2, and 3), with an option period for two additional years (Contract Years 4 and 5). The proposal form requires bidders to submit commission rates and labor rates for various positions including Executive Sponsor, Project Manager, Database Administrator, System Administrator, Programmer, Customer Service roles, Business Analyst, Information Security Engineer, Network Security Engineer, Marketing Specialist, Collections Systems & Operations Specialist, and Testing Manager. The financial proposal is structured on a commission-rate basis applied against estimated debt collections. The estimated dollar values for evaluation purposes are $141,154,000 for newly placed debt (Contract Years 1-3), $87,031,000 for backlog debt, $500,000 for a Work Order Allowance, and $132,918,000 for newly placed debt during the option period (Contract Years 4-5). Bidders must complete all sections as provided; failure to adhere to instructions may render the proposal not reasonably susceptible of selection for award. The form requires submission in an envelope clearly marked as containing a bid, with all entries typed or legibly handwritten in ink, signed in ink, and all erasures or alterations initialed. The undersigned must be a Company President, authorized officer, or other authorized representative with proof of authority attached. The MDTA reserves the right to reject any and all bids or proposals in whole or in part. The estimated and projected amounts are for evaluation purposes only and are not guaranteed; actual amounts may vary. Commission rates quoted remain firm for the contract term.
