About this opportunity
The Pennsylvania Department of Transportation is requesting bids for dirt road shaping and dust palliative services in western Susquehanna County under a Small Business Reserve Solicitation, with bids due August 14, 2026. This solicitation is restricted to vendors certified as Small Businesses on the Department of General Services Supplier search tool by the bid close date — the primary eligibility filter.
The scope involves shaping approximately 20 miles of unpaved roads in spring and 10 miles in fall, with estimated quantities of 30 miles total shaping work, 3,800 tons of 2A modified material delivery, and 20,000 gallons of emulsified dust palliative application. Services include scarifying, grading, shaping, compacting, and dust control to restore proper road cross-sections and eliminate corrugations and potholes, performed in accordance with Chapter 6.3 of PennDOT's Maintenance Manual (Publication 23). A mandatory site visit must be scheduled with PennDOT's Area Comprehensive Maintenance Manager (Lori Cobb, 272-281-3033), and a pre-season meeting is required following successful equipment demonstration and calibration, scheduled for the first week of March. Bidding is on a per-unit basis: shaping per mile, material delivery per ton, and spraying per gallon.
All work must be completed by June 15 of each fiscal year (July 1 through June 30), with liquidated damages of $500 per working day assessed for failure to meet the deadline. The contract term runs July 1 through June 30 of the following year, with the Commonwealth reserving the right to extend any single term for up to three months under the same terms. Award will be made to the lowest responsive and responsible bidder. A pre-bid conference is scheduled for July 28, 2026 at 10:00 AM via Microsoft Teams (optional, limited to two representatives per bidder). Contractors must submit completed Worker Protection and Investment Certification Form (BOP-2201) and Domestic Workforce Utilization Certification, demonstrate equipment adequacy and personnel capability within ten calendar days of bid opening, and maintain a 24/7 available contractor representative. Bids must be submitted electronically through the Commonwealth's SRM system prior to bid opening.
