About this opportunity
Warren County Board of County Commissioners, New Jersey, is qualifying surveying firms for use by the Warren County Department of Land Preservation under project WC2680FO, with qualification statements due November 13, 2026, at 1:30 p.m. The solicitation identifies no set-aside provisions.
Selection proceeds in two steps. A Technical Evaluation Committee reviews complete Qualification Statements and prepares a short list of surveyors that will receive a Request for Proposal. The Board of County Commissioners or its designee then selects firms based on the most advantageous technical proposal, price, and other factors considered. Surveyors must comply with the State Agriculture Development Committee Farmland Preservation Program Scope of Surveying Services and Standard Detail Requirements Handbook, the Uniform Standard of Professional Surveyors Practice, and NJDEP Green Acres Program Regulations as they apply to surveys. Qualification statements are evaluated on experience and reputation in the field, knowledge of Warren County and the subject matter, compliance with those standards, and other factors demonstrated to be in the County's best interest.
Submissions go to Wayne Dumont Jr., Director of Purchasing, Administration Building, 165 Route 519 South, Belvidere, NJ 07823. Each submission must include one original and three copies marked "SURVEYORS RFP RESPONSE." The contract is subject to the availability and appropriation of funds and may be terminated by either party without cause on thirty days' prior written notice.
Selected contractors must comply with affirmative action regulations under P.L. 1975, c. 127 and submit a Non-Collusion Affidavit, Statement of Ownership Disclosure, Affirmative Action Exhibit A, New Jersey Business Registration Certificate, Certificate of Employee Information Report or Affirmative Action Plan approval, Liability Insurance Certificate, Disclosure of Investment Activities with Iran Certification, and Certification of Noninvolvement in Prohibited Activities in Russia or Belarus. Contractors must indemnify Warren County against losses, damages, suits, penalties, costs, and liabilities arising from the contract, including personal injury, property damage, environmental liability, patent or copyright infringement claims, and costs of remedying or completing the work.
