About this opportunity

Atlanta Independent School System (APS) is seeking qualified vendors to establish a vendor pool for Surveying Services through a Request for Qualifications (RFQ #25-06022-Q-AR). APS operates approximately 83 school sites, 9 administrative facilities, 3 stadiums, and discontinued facilities totaling approximately 11 million square feet of buildings and 1,100 acres of land. The scope of work encompasses location and design surveys, property and right-of-way surveys, photogrammetry and aerial mapping, topographic surveys, utility location, construction layout and staking, as-built surveys, digital terrain modeling, and miscellaneous surveying services as required. Vendors must be licensed and certified to perform surveying services in Georgia, respond to emergency calls within one hour and standard calls within 24 hours, maintain availability during school hours (7:00 a.m. to 2:30 p.m. EST), and complete background checks and E-Verify compliance documentation. Phase 1 evaluation will allocate 50 points for Company Qualifications and Experience, 40 points for Methodology and Operations, and 10 points for Pricing based on a competitive formula awarding full points to the lowest price. A mandatory Pre-Qualification Conference is scheduled for Thursday, February 26, 2026, at 2:00 p.m. ET at the VDT Facilities Service Center, 1631 LaFrance Street NE, Atlanta, GA 30307. Written questions must be submitted by March 4, 2026, with responses posted by March 13, 2026; Statements of Qualifications are due online through the Bonfire portal by 11:00 a.m. ET on March 20, 2026. Administrative review and Phase 1 evaluation will conclude by March 25, 2026, with Phase 2 on-site interviews scheduled for March 30, 2026, if applicable, and board recommendation anticipated by May 4, 2026.

APS offers local preference consideration for businesses registered in Clayton, Cobb, DeKalb, Fulton, or Gwinnett counties for at least 12 months, awarding five additional points in RFP evaluations or using local preference as a tiebreaker in IFB processes. The solicitation encourages Minority/Women-Owned Business Enterprise (MWBE) participation and requires vendors to submit Primary Vendor/Subcontractor Utilization Forms disclosing subcontractor involvement. All vendors must maintain comprehensive insurance coverage including $2,000,000 general aggregate liability and $1,000,000 umbrella coverage, and extend identical pricing and terms to authorized APS charter schools. The contract will be awarded for an initial one-year term with up to four additional one-year renewal options at APS's sole discretion, with pricing remaining firm for one year from award. The current approved annual expenditure is $300,000 across the vendor pool, with the organization typically conducting 3-6 projects annually; actual spending may be lower depending on project volume. For individual projects exceeding $9,999.99, APS will solicit secondary quotes from all awarded contractors in accordance with board purchasing policy.
