The scope of work includes location and design surveys, property and right-of-way surveys, photogrammetry and aerial mapping, topographic surveys, utility location, construction layout and staking, as-built surveys, digital terrain modeling, and other miscellaneous surveying services as required. A mandatory Pre-Qualification Conference is scheduled for Thursday, February 26, 2026, at 2:00 p.m. ET at the VDT Facilities Service Center in Atlanta. Written questions must be submitted by March 4, 2026, with responses posted by March 13, 2026. Statements of Qualifications are due online through the Bonfire portal by 11:00 a.m. ET on March 20, 2026. Administrative review and Phase 1 evaluation will conclude by March 25, 2026, with Phase 2 on-site interviews scheduled for March 30, 2026, if applicable. A board recommendation is anticipated by May 4, 2026. The contract will be awarded for an initial one-year term with up to four additional one-year renewal options at APS's sole discretion.

Pricing submissions must be included on the provided Price Proposal Form (Attachment A), with all costs inclusive of labor, materials, equipment, and subcontractor expenses. The current approved annual expenditure is $300,000 across the vendor pool, though actual spending may be lower depending on project volume, with an average of 3-6 projects conducted annually. All vendors must complete background checks, submit E-Verify compliance documentation and Georgia House Bill 87 certifications, maintain specified insurance coverage including $2,000,000 general aggregate liability and $1,000,000 umbrella coverage, and extend identical pricing and terms to authorized APS charter schools.
