About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for Surveying and Mapping Continuing Services (Project No. PBCWUD 26-018) as a qualification-based selection, with proposals due July 7, 2026 at 3:30 p.m. and a non-mandatory pre-proposal meeting held June 8, 2026 at the Central Region Operations Center in West Palm Beach. One firm will be selected for a four-year term. Small business enterprise evaluation preferences of up to 15 percent of total evaluation points are available to SBE prime respondents based on the percentage of work performed within Palm Beach County.
Respondents must be certified in Palm Beach County CCNA topography-engineering surveying certification prior to the proposal due date. The scope includes land surveying and mapping services — boundary surveys, topographic surveys, tree surveys, title searches, as-built surveys, GPS control, utility location, and legal descriptions — provided on an as-needed basis through individual Consultant Services Authorizations (CSAs).
Compensation is structured on an hourly not-to-exceed fee and/or lump sum basis per CSA, with hourly raw labor rates by category and overhead and profit factors specified in the contract. Annual rate adjustments are permitted after the first year with county approval. Out-of-pocket expenses are reimbursable with supporting documentation. Payment is made within 45 days of county approval per the Local Government Prompt Payment Act.
Professional liability insurance of at least $3 million per claim is required, along with commercial general liability ($500,000), business automobile liability ($500,000), and workers' compensation coverage. Compliance requirements include E-Verify employment eligibility verification, digital accessibility compliance with WCAG 2.1 Level AA standards, public records management under Florida Statutes Chapter 119, and human trafficking affidavits. Contract awards are projected for December 2026. Plan holder registration is required; prospective bidders must submit a completed Plan Holder Registration Form to bids@pbcwater.com to access protected bid documents.
