The award will be based on the lowest responsive, responsible bid.

The County offers a five percent preference deduction for certified Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE) for evaluation purposes, with a maximum allowable preference deduction of $100,000; if the lowest bidder is certified OCLSB or DVBE, the contract will be awarded at the certified bidder's original bid price. All bidders must provide proof of California Secretary of State registration, a valid D-U-N-S number, a valid UEI number, three business references, compliance certifications, and a signed Campaign Contribution Disclosure Form.
