About this opportunity

The City of Cheyenne, Cheyenne Police Department is soliciting sealed bids for the surplus sale of 235 evidence-seized and department-owned firearms under Bid E-28-26, with bids due July 7, 2026 at 2:00 p.m. via the City's eProcurement Portal and a question submission deadline of June 29, 2026. Bidders must hold a current Federal Firearms License (FFL) and submit a copy with their bid; bids lacking an FFL will be rejected.

The inventory comprises 235 total firearms across pistols, revolvers, rifles, shotguns, and AR-15 style rifles in various calibers and conditions, with detailed make, model, serial number, caliber, action type, magazine capacity, and function-test documentation provided. Of these, 76 are department-owned firearms for which the awarded bidder must assist with officer buyback opportunities. All firearms are housed at the Cheyenne Public Safety Center, 415 W. 18th Street, Cheyenne, Wyoming, and are sold on an "as-is-where-is" basis; bidders are responsible for retrieval or arranging shipment at their own expense, though the Cheyenne Police Department will provide limited assistance such as pallet loading. Photographs of all firearms are available via Microsoft OneDrive.

The award will be made to the qualified, responsible bidder submitting the highest responsive bid; the City intends to award the entire bid to a single bidder and will not split the award among multiple bidders. All items must be priced as a complete lump-sum lot. A bid deposit equal to 10 percent of the total bid amount, submitted as a certified or cashier's check postmarked no later than the bid opening date, is required. The successful bidder must remit the remaining 90 percent balance prior to firearm release. City Council approval is scheduled for July 27, 2026, with final payment due by July 28, 2026. All bidders must comply with federal, state, and local firearms laws and EEO and ADA requirements. Contact TJ Barttelbort, Purchasing Manager, at tbarttelbort@cheyennecity.org or (307) 773-1045.
