About this opportunity

Gainesville Regional Utilities (GRU) is seeking a contractor to remove non-electronic surplus materials from multiple utility locations, including operations centers, generating stations, and water treatment facilities in Alachua County and Graceville City, Florida. The solicitation (Request-2025-025) aims to efficiently dispose of surplus materials such as surveying equipment, office furniture, metal shelving, tools, building supplies, air compressors, laboratory equipment, and electric motors. The contractor will be responsible for picking up materials within 10 calendar days of notification, providing all necessary equipment and labor, and handling materials with potential hazardous components. Key procurement dates include a release date of June 16, 2025, a deadline for questions on July 10, 2025, and a response deadline of July 24, 2025 at 2:00 pm. The contract will commence upon execution and terminate on September 30, 2026, with options for three one-year renewals and a potential six-month extension. Evaluation will focus on selecting the lowest, responsive, and responsible bidder, with the agency expecting no funds from the transaction and no costs associated with material removal.

Respondents must be registered to do business in Florida and possess applicable permits. The solicitation includes specific requirements for contractors, including mandatory insurance coverage, drug-free workplace certification, and anti-human trafficking provisions. While no specific set-aside designations are mentioned, contractors must demonstrate compliance with various regulatory requirements. The disposition pricing is guided by a detailed pricing table that establishes minimum acceptable resale values for different types of materials, with scrap steel rates serving as a baseline (approximately $0.08-$0.10 per pound as of June 2025). The contract allows for potential annual price adjustments limited to 5% or the Producer's Price Index (PPI) and/or Consumer Price Index (CPI), whichever is lower. Although no specific award value is listed, the solicitation provides a comprehensive framework for material disposal that emphasizes cost mitigation and efficient surplus management. Contractors will be expected to provide a detailed pricing response and demonstrate capability to handle a wide range of surplus materials across multiple utility locations.

Opportunity text

As the purpose of this project/contract is to remove surplus materials and to mitigate the costs associated with disposal in a timely manner, GRU understands that disposing of trash or materials that cannot be remediated into another use through this method is authorized. Many items might serve another purpose than originally designed, therefore we reserve the right to determine which materials will be disposed of this manner.
