About this opportunity

The City of Covington, Kentucky is issuing a Request for Proposals (RFP) for the acquisition and development of thirteen surplus city-owned residential parcels located throughout Covington neighborhoods including Lewisburg, Botany Hills, Latonia Milldale, Peaselburg, Westside, and Eastside. The parcels, ranging from 0.029 to 0.175 acres, are being offered for sale to qualified developers who will acquire and redevelop the properties into affordable or workforce housing. Proposals must be delivered physically to the City of Covington Finance Department at 20 West Pike Street by 10:30 a.m. on June 4, 2026, with a Request for Information (RFI) deadline of May 8, 2026 and published City responses by May 13, 2026. Evaluation criteria are weighted as follows: developer experience and capacity (20%), market and financial feasibility (15%), proposed purchase price (5%), intended use with preference for affordable housing (20%), verified source of funds or proof of financing (20%), project completion timeline (10%), and proposal completeness (10%), with affordable housing proposals targeting households earning at or below 80% of Area Median Income (AMI) receiving primary preference and workforce housing targeting 120% AMI receiving secondary preference. All proposals must include proof of financing sources, two years of audited financial statements, professional references, preliminary capital pro formas, and required affidavits including non-collusion, campaign finance, and conflict of interest certifications. Respondents must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability Insurance of $2,000,000, and Worker's Compensation Insurance in compliance with Kentucky law, with proposal evaluation estimated to occur approximately 45 days after the June 4, 2026 closure date. Inquiries and clarifications should be submitted in writing to Peter Hager, Procurement Officer, at peter.hager@covingtonky.gov.

The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond, nor does it identify any disadvantaged enterprise requirements. No incumbent vendors or current contractors are listed as this solicitation concerns the sale of surplus city property rather than ongoing service contracts. The City will convey properties via Special Warranty Deed on an "as-is" basis with no express or implied warranties, requiring successful respondents to record the deed within thirty days of closing at their own expense and to perform their own due diligence and title verification. While the City does not currently provide development financial incentives or subsidies, eligible homebuyers earning at or below 80% AMI may apply to the City's Homebuyer Assistance Program for up to $10,000 in down payment and closing cost assistance. Award values are not specified in the procurement documents, as the final consideration will be based on the proposed acquisition prices submitted by respondents evaluated against the weighted criteria outlined above.
