About this file

This is a Request for Proposals (RFP) issued by the City of Covington, Kentucky's Department of Neighborhood Services for the sale and development of thirteen surplus city-owned residential parcels for housing development purposes. The RFP solicits proposals from qualified developers to acquire and redevelop the properties into affordable or workforce housing, with preference given to affordable housing proposals targeting households earning at or below 80% of Area Median Income (AMI), and secondary preference for workforce housing targeting households at or below 120% AMI. The thirteen parcels are located at various addresses throughout Covington neighborhoods including Lewisburg, Botany Hills, Latonia Milldale, Peaselburg, Westside, and Eastside, with parcel sizes ranging from 0.029 to 0.175 acres. Proposals were due by 10:30 a.m. on June 4, 2026, with physical delivery required to the City of Covington Finance Department at 20 West Pike Street. The RFI (Request for Information) deadline was May 8, 2026, and the City's responses to RFIs were published by May 13, 2026. Evaluation of proposals was estimated to occur approximately 45 days after the proposal close date. Respondents interested in asking questions or seeking clarifications were required to submit RFI requests in writing to Peter Hager, Procurement Officer, at peter.hager@covingtonky.gov.

The City offers the properties on an "as is" basis with no express or implied warranties, and developers are responsible for performing due diligence and verifying clean title at their own expense. The City will convey property via Special Warranty Deed, and successful respondents must record the deed within thirty days of closing at their own expense. The proposed acquisition price for each property is one evaluation factor, though the final award determination will be based on "Highest and Best Use" considering multiple criteria weighted as follows: developer experience and capacity (20%), market and financial feasibility (15%), proposed purchase price (5%), intended use with preference for affordable housing (20%), verified source of funds or proof of financing (20%), project completion timeline (10%), and proposal completeness (10%). The City does not currently provide development financial incentives or subsidies, though 80% AMI-eligible homebuyers may apply to the City's Homebuyer Assistance Program for up to $10,000 in down payment and closing cost assistance. All proposals must include proof of financing sources, two years of audited financial statements, professional references, preliminary capital pro formas, and completion of required affidavits including non-collusion, campaign finance, and conflict of interest certifications. Respondents must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability Insurance of $2,000,000, and Worker's Compensation Insurance in compliance with Kentucky law.

II. TIMELINE OF EVENTS

III. SCOPE OF WORK

A. INTRODUCTION

For housing development purposes, the City of Covington, KY (“City”) Neighborhood Services Department solicits proposals for the sale and development of City-owned vacant residential parcel(s) at various locations. Through this solicitation, the City seeks to improve now vacant property into affordable or workforce housing. Affordable housing shall be defined as being made available to households earning at or below 80% of the Area Median Income. Workforce housing shall be defined as being made available to households earning at or below 120% of the Area Median Income. The City seeks proposals from qualified professional developers to acquire and redevelop the property into homeownership or rental opportunities. Preference will be given to proposals to develop affordable housing. Non-affordable or non-workforce housing proposals targeted to households above 120% of the Area Median Income will be considered. However, preference will be given to affordable and workforce housing proposals.

Cities across the country are increasingly leveraging a powerful tool to create more workforce housing options accessible to more people: publicly owned land. The cost of land acquisition is one of the largest barriers to affordability, and municipalities like the City of Covington can lower these costs by offering municipal land for lease or sale in exchange for affordability commitments from development teams.

B. OBJECTIVES

The City’s development objectives for these properties include:

1. Maximize the potential of city-owned property while promoting high-quality, market-rate or affordable housing opportunities, including single-family, townhouse, condominium units, or multi-family housing units.

2. Be attractive and compatible with the character of the surrounding neighborhood and larger community, and be both aesthetically attractive and functional.

The City also seeks to leverage the sale and development of these parcels to facilitate additional investments in the Covington neighborhoods in which they’re located.

All households must earn 80% or 120% of the area median income or less, as qualified by the City. “As Qualified by the City” means that the City will use HUD’s Part 5 definition of income to determine if the household earns at or below the income limit for the upcoming 12 months.
