About this opportunity

The University of New Mexico is soliciting services to organize and facilitate a statewide task force and provide expert guidance on developing aligned assessments for the new Educator Preparation Program Training Standards, with proposals due August 29, 2026. This is a sole-source procurement.

The University has issued a proposed sole-source justification for Education Research and Development LLC, located at 12 Bradbury Lane, Newburyport, Massachusetts. The sole-source basis rests on EdRD's proprietary expertise and direct involvement in leading development of the New Mexico Educator Preparation Program Training Standards, combined with established relationships across state educator preparation programs, the New Mexico Association of Colleges for Teacher Education, and the New Mexico Public Education Department. Due diligence included consultation with College of Education and Human Sciences leadership, the Association, partner institutions, and state agencies, all of which confirmed that no other vendor possesses EdRD's combination of standards-development participation, New Mexico-specific expertise, and stakeholder relationships necessary for project continuity.

The contract covers organizing and facilitating statewide task-force activities and providing expert guidance on aligned assessment-system development and statewide implementation guidance to support adoption of the new training standards. The contract term runs from July 7, 2026, to March 31, 2027. The proposed contract value is $122,310.47. The procurement is administered by the University of New Mexico Purchasing Department on behalf of the College of Education and Human Sciences, in collaboration with the New Mexico Association of Colleges for Teacher Education. The requisition was submitted by Anita Quartey-Papafio, Accountant II in the Office of Research Engagement, under requisition number 218266161 on July 22, 2026.
