Support the University of New Mexico College of Education and Human Sciences and the New Mexico Association of Colleges for Teacher Education by organizing and facilitating a statewide task force, and providing expert guidance on the development of aligned, assessments grounded in the new statewide Educator Preparation Program Training Standards.

To support implementation of the newly adopted New Mexico Educator Preparation Program Training Standards through development of aligned assessment systems and statewide implementation guidance. The project will convene and facilitate a statewide task force to ensure consistent interpretation and application of the new standards. This effort aligns with the objectives of the Kellogg-funded educator workforce initiative and supports ongoing collaboration between the University of New Mexico College of Education and Human Sciences and the New Mexico Association of Colleges for Teacher Education. EdRD's support is necessary to translate the standards into actionable assessment frameworks and implementation strategies that can be adopted statewide.

Education Research & Development (EdRD) possesses unique expertise and New Mexico-specific experience that is not readily available from other vendors. EdRD served as the lead consultant responsible for facilitating the development of the New Mexico Educator Preparation Program Training Standards and has extensive knowledge of the stakeholder input, policy considerations, research base, and implementation framework that informed the standards. Because this project requires translating those standards into aligned assessments and implementation supports, EdRD is uniquely positioned to provide continuity, institutional knowledge, and technical expertise that cannot be replicated without substantial duplication of effort, time, and cost.

III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

This project requires continuity between the development of the statewide standards and the creation of the assessments and implementation processes that will support statewide adoption. EdRD's prior work with the New Mexico Public Education Department, educator preparation programs, and statewide task forces provides an established foundation of relationships, stakeholder trust, and deep understanding of the standards development process. Engaging another vendor would require recreating knowledge already possessed by EdRD and would jeopardize consistency between the standards and the assessment systems being developed.

EdRD is uniquely qualified to perform this work because they served as the consultant responsible for facilitating and supporting the creation of the New Mexico Educator Preparation Program Training Standards.

Through that work, EdRD developed extensive knowledge of the standards, stakeholder feedback and the intended implementation framework. EdRD also has significant experience working within New Mexico's educator preparation and workforce systems, including collaborations with the New Mexico Public Education Department, higher education institutions, and statewide educator task forces.

Because EdRD helped develop those standards, they are uniquely positioned to facilitate statewide implementation and ensure fidelity between the intent of the standards and the resulting assessment framework.

No other vendor possesses the same combination of direct involvement in the standards development process, established stakeholder relationships, and demonstrated New Mexico-specific expertise.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.

College of Education and Human Sciences leadership, members of the New Mexico Association of Colleges for Teacher Education, and project stakeholders reviewed potential approaches for completing this work.

Through discussions with partner institutions, state agencies, and organizations involved in educator preparation and workforce development, it was determined that EdRD was the only vendor with direct experience leading the development of the New Mexico Educator Preparation Program Training Standards and the associated statewide stakeholder engagement process. A review of available consultants and organizations confirmed that while other entities may possess expertise in educator preparation, none have EdRD's unique combination of New Mexico-specific experience, prior work with the standards, and established relationships with the stakeholders responsible for implementation.

No vendors were identified that could satisfy the required qualifications. Discussions with partner institutions and stakeholders confirmed that other potential providers lacked direct involvement in the development of the New Mexico Educator Preparation Program Training Standards, did not possess the same level of familiarity with New Mexico educator preparation systems, and could not provide the continuity necessary to ensure alignment between the standards and the assessment framework. EdRD was the only identified vendor that met all project requirements, including prior leadership of the standards development process, established statewide stakeholder relationships, and expertise in educator preparation assessment design and implementation.
