About this opportunity
The City of Chicago Department of Procurement Services, procuring on behalf of the Chicago Department of Aviation (CDA), is requesting proposals for support and maintenance of the Supervisory Monitoring System and Fire Alarm Monitoring System at O'Hare International Airport, with proposals due October 16, 2026. The contract specifies minimum participation goals of 28% MBE, 8% WBE, and 2% VBE.
The scope encompasses hardware, software, communications, and network upgrades across the Building Automation System (BAS) and Fire Alarm System (FAS) at all CDA facilities, including domestic and international terminals, consolidated rental car facilities, heating and refrigeration plant, bus/shuttle center, and outlying buildings. Services include corrective and preventative maintenance, installations, training, and software support. Respondents must demonstrate Desigo BAS certification, Tridium certification, and Siemens Fire Alarm System certification, and must maintain an agreement with a Siemens parts distributor. Pricing follows a Schedule of Compensation format (Exhibit 2) with a proposed monthly fixed fee for recurring preventative maintenance and monitoring plus labor rates and material costs for corrective maintenance and non-routine services on an actual-cost basis.
The target contract value is $60 million over a three-year initial term with options to extend for up to five additional one-year periods, contingent on acceptable performance and adequate funding. The contract is funded through mixed city and federal sources. Respondents must submit audited financial statements for the past three years, maintain required insurance coverage, and acknowledge the City's sample Professional Services Agreement terms, and must comply with the City's Economic Disclosure Statement requirements.
A pre-proposal conference is scheduled for August 4, 2026, at 10:00 a.m. (non-mandatory but strongly encouraged). Questions are due August 11, 2026, at 2:00 p.m. Central Time. No site visits are required.
