About this opportunity

The City of Chicago Department of Aviation is requesting proposals for support and maintenance services of the Supervisory Monitoring System and Fire Alarm System at O'Hare International Airport, with proposals due October 16, 2026, and a pre-proposal conference on August 4, 2026. MBE/WBE participation goals of 28% MBE, 8% WBE, and 2% VBE apply.

The scope covers hardware, software, communications, and network upgrades; corrective and preventative maintenance; installations; training; and software support across all CDA facilities — domestic and international terminals, rental car facilities, heating and refrigeration plants, bus/shuttle centers, and outlying buildings. The contractor must hold Desigo BAS certification, Tridium certification, and Siemens FAS certification, and maintain an active agreement with a Siemens parts distributor. Services must comply with NEMA Standards Publication SB 2-2016, NFPA 72, ADA requirements, Chicago Building Code, Chicago Electrical Code, and ASHRAE standards.

The target line item amount is $60 million, funded from mixed city and federal sources. The contract term is three years with an option to extend for five additional twelve-month periods contingent on acceptable performance and fund availability. All corrective and preventative maintenance labor hours, parts, materials, and incidental costs are included in the monthly fixed fee; additional services are compensated on an actual cost basis.

Evaluation criteria are past performance (25%), proposed maintenance and monitoring approach (25%), user support and training capabilities (15%), staffing requirements (15%), and cost proposal (20%). The question deadline is August 11, 2026, at 2:00 p.m. Central Time. Respondents must submit electronically through the City of Chicago's iSupplier portal, provide audited financial statements for the last three years, proof of insurance compliance, an Economic Disclosure Statement and Affidavit, and demonstrate no conflicts of interest. All RFP materials are available at www.cityofchicago.org/eProcurement.
